steering JD 3010

The steering on my 3010 JD is locked in the left turn position It doesn't move at all. When I shut the tractor off I can move it manualy by jacking up the tractor and move the wheels. But when I start the tractor it goes back to the left turn position. The dealer has rebuild the steering housing twice and it still won't work and now they have picked the tractor up and are trying to figure out how to fix it.
Do you know what it might be?
