Call the trailer manufacturer with the model number of the trailer and they should be able to help. Here"s another suggestion. A little more expensive but also better (I think). Surge brakes are just hydraulic brakes, why not replace the rusted master cylinder with a electric pump? These are available from most of the axle and brake manufacturers--I have one from Dexter. They are activated by a electric brake controller which means you do not have to worry about backing up. It also means you stop the lurching on a down grade. These pumps are smaller then a laptop computer and there are models to handle up to 3 axles. What about the old master cylinder? Well once it is disconnceted it is just a coupler and you could just leave it, or you could cut it off and weld/bolt on a new coupler.
