Mikrot, my guess is that you or someone before has had the governor off of your tractor and mis-timed it. Your tractor has the classic symptoms of someone lining up the timing marks from the camshaft with the ones on the governor. If the flywheel is correctly installed and the slots in the flywheel are horizontal the distributor drive slots will be horizontal as well. And the "V" mark on the governor drive gear will either be straight up or straight down (either way will work). DO NOT line up the governor "V" mark with the camshaft mark. Mike
