A year or two ago, I saw part of a refinery go up in IL. that was one of the handful that "reformulate" gasoline for densely populated metropolitan areas. I was in the cab of my truck listening to the national news describing how it would cause the prices at the pump go up due to a decreased capacity as I was watching fire departments arriving at the refinery to put the fire out. That might've been a worlds record. Oddly enough, another refinery or two went up somewhere else within a week or two - coincidense though, I'm sure.
