This has become a very big problem. Over half of the relay calls are now overseas scammers. My law, the relay operators are not allowed to do anything but relay the message, even when they know it's an out-and-out scam. The scammers "call" over the internet, so they're not even out the cost of a phone call. Google on "relay operators scammers" for more info.
