Matt, for a grand, it'd be worth your time to drive down to Louisville, Kentucky. There's a couple dealers here that sell just what you're looking for at priced UNDER $4000. I bought a "Ridgeline" 14,000, 20'+5', 2 fold-down ramps, pop-up dovetail, Michelin radials, brakes on both axles, and L.E.D. lights for $3675. (My understanding is they've gone up some....$3995) The pop-up dovetail is handy for hay hauling, but if you don't need it, just don't USE it. Fifth wheel hitches don't need saftey chains, but they likewise, their GVW rating isn't as high as MOST ball-type hitches. A ball-type would be more compatible with someone elses truck, should you want to hook onto it with another. (That way it's easier for someone to steal your trailer....) On the tires.... Make sure that the tires are rated high enough to carry the trailers weight capacity. "E range" tires miss by almost 2,000 lbs. of being able to carry a 14,000 wieght. (And that's what comes on MOST 14,000 lb. GVW trailers)
