IH B275 diesel

Hello there, I have a B275 that will not start. I have replaced the positive cable to the solenoid and negative to the starter. I have ohm'd the positve cable to the starter and I know that it is good. I removed the starter and bench tested it to see if it would turn. When I put power to it, I got roughly 150-200 rpm out of it at first and then within 2-4 seconds later it would die to roughly 50-90 rpm. I used a power source that supplies consist power. (I didn't want to wonder if the battery I was using was going bad). Is this normal? I am thinking that the starter is shot. What do you all think? Thank you, Munkle
