Check Engine evap code 0440 - '01 Blaz

Wife recently bought a used Chevy Blazer - It keeps throwing a service engine lite, which reads out 0440, "evap code." This is the system which is supposed to control the air pressures in the fuel system to prevent it from dumping fumes into the atmosphere. So far we"ve swapped out the gas cap, the sensor on the top of fuel tank, the solonoid on the top of the engine and the solonoid back near the fuel tank. Threw another code this afternoon. Bet I can guess what it is! They gave me the tank-solonoid, and I brought it home and bench tested it, looked like it would work to me. They also were supposed to run a "smoke test" on that last session, to see if they could find a leak in the fuel plumbing. Anyone else have experience with this problem? What is next? Looks to me like they"re just throwing on parts hoping to find the one that"s defective. We can usually get a tank or so of gas through the car between codes. Last time, it was on the second tank, and I had hopes, sheesh!
