float setting for Tilotson YC6A carb

hi again, guys,..after getting the gas tank on this MM v cleaned, de-rusted, and treated, ..i'm ready to try again. I recieved a manual for this tractor and read the float setting for this carb is to be set at 1 5/64. Can anyone shed some light on how to go about this such as measuring from where to where. My original problem was,.fuel entering carb but not being pulled up into the cylinders. When releasing the starter rod, stopping the cranking,..fuel would run out of the opening that leads to the oil bath filter. Can anyone help with advice or instruction..?
