Question about Homeowner's Associations

Nearly if not compeletely unheard of in my neck of the woods (New England). Yep, got Condos but that's a bit different. Seen some community-owned water systems. But not a HOA like I read about in other parts of the country where they act like a local government to regulate houses, maintain roads, etc. (Ok, I know we do have deed covenants like must be a colonial style house minimum of xxxx sf, I don't know who enforces the covenants though!) Is it possible in some places to create a HOA when it didn't exist on the original deeds when they created the sub-division? From what I researched in the past, they usually are created as a condition on the deed (must belong to the HOA...) and at some interval they must vote to re-new the agreement or dissolve. Never heard of them being created from nothing, I guess kind of like a City incorporating itself out of unincorporated areas.
