K341 16 HP Kohler Motor

Hi. Just hooked everything up on the K341 16 HP Kohler motor. It would just catch and would keep trying to start but not actually starting. Tried carb adjustment: No difference, theres gas into the carb, and points have spark. My uncle is a mechanic and he said that a valve may be stuck. Is there anything else that could be wrong??? Please Help!
