Poor guy,
A sold structure would be the best by far. However, a tarp is worlds better than nothing...
Be advised that sunlight is what causes tires to dryrot - which is why a shed roof / barn / etc. is your best bet. Not all, but most farm tires usually dryrot to death before they wear out.
