The german yellowjacket builds nest in walla and attics all the time. I used durasban to git rid of the ones in my house but you can not get that any more. You can try sevin. Put some powder in the hole every night till they are gone. You say they keep coming back each year. That is because you are not killing the queen. After you kill off all you can plug the hole so any remaining ones die.
