Ford 650 fouling plugs

I just bought a 57 Ford 650.....After starting/running/starting it etc., I noticed that there was too much oil in it....I bet at least a quart too much. The first time I looked at the tractor (before buying it), the oil was dirty and level was ok....but when I got it home the oil was clean....so the owner must have had it changed and the guy put too much in....anyway the plugs were fouled too....and it was starting hard....I cleaned the plugs and checked them again...they .fouled immediately...Exaust smells rich too...Well, next step is too get some of the oil out. Does anyone know if the high oil could contribute to the fouling of the plugs? thankyou....Bob
