Tim be sure to remove the field wire from the terminal before you ground out the terminal, if you don`t you will burn out the voltage regulator. When you ground it out it should slow the engine down or even stall it out. It hapens to be the same starter/generator that is used on Harley-Davidson,Ezy-go ,columbia. Do you have continuity on the terminal without the wire hooked up? If so then you have a bad wire or bad regulator Hope this helps
PS `94 and up use a solid state regulator.
