Allis Chalmers B starting problem

I just purchased a fairly humble AC-B. The previous owner had recently installed a rebuilt starter and a new 6 volt battery. Initially I noticed it was turning over very slowly, and yesterday it stopped turning over all together. After I removed and inspected the starter and charged the battery, I determined that the frame ground was bad....I thought I had found the problem, but now the starter engages and stops...when I remove the starter and connect the battery, it seems to turn way too slow...Any ideas...is the starter bad?
