There a lots of B's in this area. I have one for garden use myself. The slow turning starter is characteristic for these tractors. You will only frustrate yourself attempting to improve the situation. Yes the starter could be in need of maintenance and you may have to do some. However, before you try anything else put 12 volts to the starter while it is still mounted to the tractor. If it whirls the engine like you want it to, change the tractor over to 12 volts. Install a key ignition along with a solenoid (Ford car/truck type) and a one wire alternator. Put a dropping resistor in the wire to the ignition. Leave the old starter on the tractor replacing bushings and brushes if required. Life will get enjoyable again and the tractor starting and charging problems will be behind you. Price of happiness; one size 24 battery, one each one wire reman. alternator $40(available at rebuilders shop), one solenoid $6,Ignition switch w/ start position $12 Autozone, one NAPA sourced dropping resistor $4, Misc. wire, alternator bracket and several hours your labor
