2 stroke motor

Hello guys. You all helped me with my Ford 550 Diesel motor a few months ago Thanks.! , Now I have a quick question about a 432cc 2 stroke engine I have. it is a 2 cylinder Robin EC442PM, twin 34mm Mikuni carbs. I adjusted my idle screws and needle jets, engine runs smoothly, but it can't get past 4500 RPM. The max RPM is 7200 and it should be comfortable at 6500. This is where the max HP of 57 HP is. What do you think is causing the motor to not get past 4500 RPM? Could it be my main jets? Could they be blocked or too small? Could it be the exhaust? I do not have the stock exhaust. Thanks Andrew
