Bob,
It is difficult to diagnose your tractor problem over the internet but I will work with you and gradually we should get it fixed. Patience is the key. Pls. answer the following:
Will the tractor pull the mower in grass that is 5 inches tall or less? If yes which gear are you in?
Are the blades in a good state of sharpness?
You must realize this tractor is noted for being underpowered. It can not and will not cut heavy and tall(12 inch +) grass utilizing the full width of the mower at a reasonal forward speed. I am of the opinion that the engine is starving for gas under load and I know that the carb. adjustments should affect the running but the needle and jets are damaged from prior abuse. When you pull the choke out you are forcing the system to supply more gas by creating an increased suction on the supply system. After receving your response on this posting I will be back in contact.
