I am not an expert painter but I have had the
same problem. You need a slower drying reducer and
if at all possible do the job inside.
What happens with the fast drying is that the paint drys before it gets a chance to flatten out.
In some case I have added more reducer to make the
paint " wetter ", but be careful because you have
a better chance of getting runs.
If you have enough paint try a practice run on
something that doesn't matter.
