Any choke should kill the engine or come close to it.
If choke can't flood the engine; the choke is not sealing or you have air leak around it. Or, the hole of the float valve is too small, or the float valve doesn't drop far enough to open it up all the way.
Does it get enough gas to run at full power, like uphill? If not,look for restriction in gas flow.
