We used to have the same foolishness in Washington- except it was the State Patrol that had to inspect it. A few years ago, in a rare display of bureaucrat retrogression, they actually did away with the inspection requirement! I think it was costing them too much to staff the offices with an inspector, after they went to central dispatch, and the inspector had nothing else to do.
