Brush hog or Finish Mower - which to use?

A questions for the experts. Will have to cut
about a mile of road shoulders along a
semi-private road in a rural subdivision. In the
past this was cut with a 20HP Garden tractor (not
a smaller lawn tractor ). That machine was
crushed by a falling tree last week. I am going
to help out. I have a Ford 3000 ( 45HP ) with a
choice of a 6' brush hog or a 6' finish mower.
Which would be a better choice. Will be cutting
about 3" to 6" above ground. Grass / weeds are
now about 10' to a foot tall.
What do you think would be the best choice.
