Look over the type of terrain and what the shoulders look like now. If you have a lot of big brush, rocks and stuff, go with a rotary mower. It won't give you a yard-like finish, but it will keep the right-of-way looking ok in most cases. There are guards you can buy for them, and they're a good investment. Those things can send a rock flying like a bullet, so you don't want to be mowing while cars are passing regularly, especially if you're mowing over rocks and gravel. I bought a 5' finish mower for my place, but need both -- a bush hog for the ditches and scruffy right of ways, and a finish mower for the nicer grassy areas.
