That would be correct if the battery is fully charged. If the battery is low or has a bad cell it will never get up that high even if the system is working fine. Most of the problems I've had with 6 volt systems ahve been a bad ground. Good start would be to clean all the grounding points then reconnect cables. If it grinds slow it can be a dirty starter flange. I discovered this by accedent on time, took off a new starter for the tenth or so time but this time I cleaned both the starter mounting flange and the engine mounting flange before bolting it back up. That cured a ten year old slow turn over problem.
