That's a pretty late model tractor not to have power steering. I have a '82 4610 and it certainly has it. I have never heard of "rockshaft assist" for steering, but I learn something new every day. (The rockshaft is the large rotating shaft that raises the lift arms.) The 10 Series Fords are good tractors (I supposed I'm biased since I own one.)I have the complete set of Factory Manuals for the 10 Series and I can find nothing refering to rockshaft assist, however there are parts in the steering box called "rocker shafts". In looking at the manual further, I have found a Power Assisted Steering section which uses hydraulic cylinders on the drop arm to provide assist. This may be what the owner is referring to. Regarding pricing, I would suggest that you search the web for pricing references and publications to help you in that regard.
