I have seen this happen several times and have been on both ends of the fence.

Case 1.....
I was in a accident where I touched another car and put a black tire mark on the blinker lens. Did not break the lens just a black mark. Questionable who is at fault. Cop comes out and gives me a ticket with some name I can not even remember. Said it means I did not do every thing possible to avoid accident. Tells me it is for insurance purposes and the DA will throw it out once claims paid.
Sure enough insurance pays for new lens and I head for court. DA ask did my insurance fix the other car; I say Yes; case dismissed have a good day.

Case 2......
My daughter hit a truck that cut in front of her. Cop comes out; questionable as who is really at fault; puts other driver at fault on report but does not issue a ticket.
After a long drawn out court battle with lawyers and all daughter is found to be 10% at fault and other driver 90% at fault. Could have saved us a lot of headache if he would have just given the guy a ticket.

Your ticket was NOT issued to punish you. You tied it down and at least made a attempt to be safe. You ticket was issued to make your insurance pay off.
Surprised the Judge did not ask if your insurance had already paid off all claims.
