There were, and are, some orchard tractors that would get down the road at about that speed if you were foolish enough to attempt it, and I think maybe there were one or two row-crop tractors that could travel at a dangerous speed also, but none of the John Deere tractors that I am familiar with could manage much more than about 10 or maybe 12 mph, and quite a few earlier models couldn't even manage that. Even when you get up into the 3020 and 4020 models the max speed still wasn't much more than about 15 to 20?
