Water out the overflow on radiator 51 SC Case

What causes the water to run out the overflow on my case when I shut it off warm? Do I have too much water in the radiator? It does it a little when I run it, but after running at normal operating temperature and shutting off, it bubbles out the bottom of the radiator. The water is at least two inches below bottom of neck, is this still too full?
