Sounds like your radiator cap has seen its better days. The heat and pressure of your radiator is usually at its peak when you first cut it off and the water stops flowing. I'd bet the seal on the cap is cracked...or just 'done got old'. Take a good look at it and if theres any doubt, replace it. They don't cost much and I think it will probably solve the problem. Also..go ahead and top it off, you don't need to leave the water level low.
