Although at first glance, the reg. seems reasonable and harmless enough, I do not support it. I fail to see how the reg. of animals throughout the country will stop a terrorist from spreading a disease and I sure wouldn't spend the energy infecting a small herd of cows in upper New Hampshire if I had a national target.

However, it will entail a substantial cost and effort by small scale producers as well as gov't expense.

I believe the real benefit of this will be the continued concentration of the Animal Industry into a few corporate hands.
