If your rings aren't stuck in that cylinder, then could be they are just worn out. Our 9N was like that and we lived with it. My granddad figured cleaning or replacing a plug every so often was cheaper than the real fix, which would have been a rebuild. It was really irritating during haying, because mowing would keep it clean. But during wagon handling it would foul, and that made all the more difficult to back a loaded wagon into the barn. Especially with that 3 point hitch drawbar and a storm coming.
