Need computer advice!

My Dell is pretty much dead and I need to upgrade. Old Dell desktop lasted me many years since 1997 of everyday use, only went though 1 hard drive in all that time, but now the hard drive is failing again and the monitor finally died, and it's so outdated at this point with it's 300MHZ pentium II processor, I'm gonna junk it. This time I'd like a computer that can do streaming video, so I'm looking at a 400 series Dell XPS system, but I have dial up and being out in the sticks, thats all thats currently availible. I'd like to know if dial up can support streaming video?. My current dial up connection speed is 28.8kbps but it varys widely every time like a connection I had earlier today was 53.2kbps. Someday, DSL is supposed to availible here, but not yet.
