MF 50 Governor problems

I'm looking for suggestions on how to get the governor working. I have the service manual and have followed all the recommendations just short of pulling the unit.

I would appreciate any suggestions, esp. any that don't require pulling. Also, if I have to pull and re-build, is the gasket available and where?
