4840 Hydraulics

I have a 4840 that the hydraulics quit at a low idle. I can give it fuel and the hydraulics start working. After about 1 hour of disking with the tractor of about 1500 rpm, the hydraulics will quit again. I have to give it more fuel to get the hydraulics to work. After that they quit all together. During this time I always have power steering and power brakes. I have checked the sump screen, it is clean, changed the fluid. The fluid is cool even after the hydraulics quit. Can this be the transmission pump? The return line is not hot. Thank-you for any replys.
