www.millertire.com sells a cold patch wonder glop to seal tire wounds. Install a boot inside covered with wonder glop.
Inflate the tire to max recomended pressure. Fill the hole full of wonder glop. Deflat the tire down to it's normal 12-15psi working pressure after it's cured and hope for the best.
With a clean 1/4" hole you should be ok.
