Removal of bearing retainers on International W6

I have a friend who is restoring an International W6 Standard and is at his wits end trying to get the bearing retainers off the rear wheels. He has tried everything short of heating it up as he does not want to destroy the felt or the bearings. He has tapped the retainers and trield to use a puller and soaked them with rust buster but cant budge them. Short of taking the access to the gearing off is there any other methods to remove these. All suggestions are welcome. Thanks, Bob
