NAA transmission question

I am trying to buy what I'm sure is a 1954 NAA Ford. The problem is the tractor has a three speed transmission is'nt it supposed to be a four speed? The fella tells me he has had the tractor for 20 years and it was in there when he got it he thinks I'm mistaken when I say it should have a four speed.
