I have successfully freed stuck rings and valves by running some Marvel Mystery Oil in with the crankcase oil. I don't know how severely they were stuck, but oil consumption went down and compression went up.

Hot oil down the spark plug hole won't hurt anything as long as you don't put the plug back in until the oil is out. The regular heating and cooling of the engine might break the rings free as well. A stuck valve could be a tougher problem to fix.
