IH 284 Carb or Fuel Pump problem??

Just bought a IH 284 gas tractor (Mazda engine) previous owner had to pour a small cap full of gas into the carb to start. The tractor is starving for fuel at start up, I cracked the pump line, the gas flows very good after several cranks. Either, carb cleaner or gas pored into the carb will start the tractor. I cleaned the tank, screen in the sediment bowl and the filter screen in the end of the fuel line, and replaced the hose to the fuel pump. Is there anything else to check in the carb? Is this a bad fuel pump? I questions this because it pumps good after it cranks for a little whileseems like the carb should hold enough gas to start and run for the time it take the pump to supply the fuel/ Please help if you can...Bill Burger
