Ford 4000 utility diesel

I"m not real wise when talking tractors hope you can clear up some questions for me.I"m looking at a 1964 4000 utility 3 cyl diesel,good looking tractor painted within last three years,starts and drives nice,a few minor oil leaks,3 point goes up and down good.Pto stayes on all the time even when disengaged,the guy said when hooked up to equipment and when disengaged it dosn"t turn.Is this of great concern?I took a few numbers off the tractor the engine numbers that I noticed are 3L302 and ahead and below the seat was DONN 6015.I am looking at this a an acreage tractor and want to put a loader on it,would it be a decent loader tractor for light duty?the guy said it"s a 50 horse tractor is this right?It has 3700 hours on it tach works He is asking $5000 is this a fair price?Any thoughts or advise would be appreiciated, Thank"s Jim
