Odd problem with one

Been building a MH 30 from a pair of dead ones and have it running now. But the govanor hunts and it sits and goes voom, voom and will not steady out. Open close open etc. Well I pull the carb off today to let it soak figureing on that being the problem. Well when I opened it up guess what. There was no gasket in between the halfs of the carb and the little brass cone thing not sure whats its call wasn't there. I'm luck I have junk carbs laying around for the one missing piece. So now the question. Is that why the govanor was hunting?? And why in the world would some one leave out those parts?? Thanks
