New bearings on Ford 601 Workmaster

I recently replaced all the bearings on the steering assembly of my Ford 601. The replacement bearings are made of delrin(teflon). The larger bearings in the steering housings went in fine....the smaller bearing on the steering shaft which replaces a bearing cup assembly was so tight my steering wheel will not turn. Has anyone had this same problem and if so what did you do to allow that shaft to turn freely? Someone at our local Ford dealer suggested using emery cloth to work the shaft smooth and also work the inside diameter of that bearing. Any help you can give is welcomed! springman55
