The first thing I would do is check the push rods and do a lash adjustment while there. Couple years ago the "Farmall H" was acting up and I was worried the engine was shot. I decided a lash adjustment could not hurt so I opened it up. After a close inspection I found the one bent push rod. After taking a rubber mallet to it, the tractor worked great again. It surprised me what just one bad pushrod can do .
