One possibility is that the guy really did get the parts and is trying to get an undeserved refund. But there is apparently no way to know for sure. Once any carrier takes possession of a package, they are literally storing it until it is delivered. Best case is that it is "stored" on a vehicle moving toward the destination. I think this is one of the reason that UPS delivers so quickly, it costs something to store stuff in a warehouse. But I do have to give the postal service real compliments for the good service they give me.
