Everybody's got their own favorite for the kind of application you're describing. Mine would be the 861 Ford. You get 45 hp, live PTO (really nice for mowing), a 3-point hitch, and power steering as standard, for about $3500-$5000 and commonly available parts from a manufacturer who is still in business. The Ford 600 series or 8N would also be fine, but a bit lower powered, and generally lack power steering. The non-live PTO models absolutely require an overrun coupler if you're going to be using a bush-hog or similar mower.
