Hydraulic shaft is scratched

Any easy way to fix scratches in a hydraulic shaft? I have four or five scratches in a hydraulic shaft that will not allow the seal to set. Is there any product I can put on the saft and smooth with emory cloth? The shop is wanting over $200 to fix it and $350 for a new one.
