Pull the suction screen on internal trans pump and check for metal filings or brake material on the screen. Run pressure tests on the pumps also. Not much telling where the metal they found earlier came from? Could be a spring had a coil break off for some reason? The pressure control valve has a barrel and spring in it and what it does is insure pressure to steering and brakes when remotes or rockshaft are used. Could be also be a bad steering motor. Sounds the dealer missed something before and you need the whole tractor in their shop so things can be flushed and pressure checks done. Or maybe someone else with more experience needs to fix the steering valve this time.
