That would be all the hard to hook up a way to discharge it. All you would have need to do was put a wire some place about 1/4-3/8 inch from the hot wire and have it ground. That way the chargew would jump that gap once in a while and it would work just find. I'm also not sure a charge would even build up in a fence any how unless it worked like a capaitor some how
