Govenor

I have a problem that periodically the govenor seems to surge (rpms increase then decrease) repeatedly. I currently use the tractor for brush hogging. The problem seems to occur when I hit a hole/bump in the ground. Sometimes after a few cycles the tractor can get itself back in control, but sometimes I have to pull the trottle back, let the tractor get control and then speed the rpms back up. Otherwise the govenor seems to work okay. I have checked the linkage and it seems okay. Any ideas. Thanks in advance.
